ID	Comments
Teacher	Can add and view their own tickets and get self help.
Tech	Can add and edit tickets assigned to him/her or the department(s) that they have been assigned to. Plus any specific functions as assigned by Admin.
Admin	Does all system wide settings plus has all of the tech functions available
